A new motorcycle comes with a warranty, known history, and the latest safety tech (ABS, traction control). If peace of mind matters more than depreciation, it can be worth it.

For most first-time riders, a well-chosen used bike in the 300-500cc range is the smart move. Buy something popular and reliable, ride it for a season, then upgrade once you know what you actually want.
